Yelena Osipova-Stocker
Yelena was most recently a Strategic Analyst at the U.S. Agency for Global Media, where she helped shape international media strategy through market analysis, audience research, and impact assessment across 100+ countries. Her work also focused on interagency collaboration, stakeholder outreach, responses to disinformation, and effective audience engagement in authoritarian environments. Prior to USAGM, Yelena served as a Communications Specialist at the Women’s Bureau, U.S. Department of Labor, as well as an Online Communications consultant at the World Bank.
Yelena earned a Ph.D. in International Relations from American University’s School of International Service, where her dissertation examined Russian foreign policy and international communication strategy. She also holds an M.A. in International Communication from American University, and a B.A. in International Relations and Journalism from the American University in Bulgaria.
