Preventing the spread of nuclear, biological, chemical, and radiological weapons remains a top priority for the international community. However, proliferation networks and their obfuscation methods are outpacing current legacy regulatory and policy systems. To bridge this gap and reduce the spread of WMD, C4ADS uses publicly available data and machine learning to develop, test, and implement new approaches for monitoring, verification, and early warning.
C4ADS advances three core counterproliferation priorities. We experiment with new methods for the detection of proliferation networks in partnership with global enforcement and civil regulators. We operationalize proven techniques with partners at the frontlines of verification and compliance. Finally, we produce policy recommendations to strengthen the international non-proliferation system.
