Andrew has been a lead analyst, portfolio director, analyst, part-time research consultant, or intern on the State-Sponsored Threats program pursuing all things maritime since 2018.
His work encompasses the global Dark Fleet, North Korean and Iranian sanctions evasion, State-sponsored gray zone activity, and threats to critical underwater infrastructure. In June 2025, he and two colleagues published the report “Oil and Water” detailing the largest Dark Fleet network ever uncovered. In 2021, he co-authored a report titled “Unmasked” describing for the first time an illicit scheme used by sanctioned vessels to obtain new identities.
Andrew was born and raised in California’s Silicon Valley and holds a BS in Foreign Service from Georgetown University. He loves all things history and is absolutely awful at his namesake sport.
