Bill Regan

Bill Regan was appointed a Senior Fellow at the Center for Advanced Defense Studies in September 2025. He spent over 30 years in federal service as a foreign policy and national security analyst, manager, and executive leader. In his final years in Washington, he served as Chief of Afghanistan Analysis, Senior Reviewer for the President’s Daily Brief, and Chief of Counterterrorism Analysis. Bill won a rare Presidential Rank Award for his ethical and results-driven leadership. He also won the Langer Award — CIA’s highest honor for achievement in the analytic profession — and the September 12th Award for counterterrorism.
Since leaving public service in 2018, Bill has co-taught a seminar on intelligence at Tufts University’s Fletcher School of Law and Diplomacy and guest lectured at the University of Vermont and Middlebury College. He has done paid and pro-bono management and leadership work for nonprofits, including on executive search, strategic planning, and governance. He served as board chair of Vermont’s oldest community newspaper and board treasurer of the state’s cycling safety and advocacy organization. Bill was a Senior Fellow for Vermont’s leading nonprofit on clean energy and greenhouse gas emissions, where he contributed to research and policy papers.
