The Bottom Line Up Front

C4ADS is proud to partner with emerging technology policy leader DSET to expand international research exchange on technology and security.

WASHINGTON, D.C., OCTOBER 13, 2026 – C4ADS is proud to announce a new formal partnership with the Research Institute for Democracy, Society, and Emerging Technology (DSET) established through a Memorandum of Understanding (MoU) that outlines our shared goals and planned research collaborations.

DSET CEO Jeremy Chih-Cheng Chang led a delegation to C4ADS’ Washington, D.C., offices last week to discuss shared research priorities and explore how our combined expertise can advance dialogue on technology and security policy.

The National Science and Technology Council established DSET in 2023 to respond to the spread of digital authoritarianism. A national think tank, it provides evidence-based policy recommendations on emerging technologies grounded in democratic and societal needs and shares Taiwan’s perspective with the global community.

“Taiwan sits on the front line of the technology and security challenges we analyze every day,” said C4ADS Executive Director Varun Vira. “C4ADS builds evidence on the networks behind illicit and state-linked activity, and DSET translates emerging technology risks into policy grounded in democratic values. Together, we can move faster from analysis to action and ensure Taiwan’s expertise reaches the audiences shaping technology and security policy.”

Through this partnership, C4ADS will gain access to Taiwan’s insights on international policy and broader expertise in emerging technology. Chang expressed hope that the partnership would expand DSET’s international network as they value opportunities to collaborate with overseas partners.
