As the Director of Data and Technology, Patrick oversees the team responsible for maintenance and growth of the data and technology infrastructure at C4ADS.

Patrick joined C4ADS in 2016 as a Chinese language analyst on the environmental crimes team. As the velocity of new data grew at C4ADS, so did the need for tech-equipped professionals to assist the analytical teams in processing and understanding the data. In early 2019, Patrick helped to envision and oversee the creation of a new team at C4ADS, which coordinates data collection and management as well as software development needs necessary to support the impact goals of the organization.

Patrick received his MA in international relations and international economics from the Johns Hopkins University School of Advanced International Studies, which included a one year Master’s Certificate program at the Hopkins-Nanjing Center in Nanjing, China. He received his undergraduate degree in political science from Appalachian State University.
